The National Commission of Markets and Competition (CNMC) has published the provisional settlements of 2024 and 2025 for the electricity sector, as well as the 14th settlements for renewable energies, cogeneration, and waste of 2024, and the 2nd settlements for 2025, and the 5th provisional settlement for the gas sector of 2025.

14/2024 Settlement of the Electricity Sector
For the 14/2024 settlement, the temporary deviation between income and costs was +619.75 million euros. The difference from previous settlements is due to Treasury income (560 million euros).
The total income was 12,735.72 million euros, while costs amounted to 14,400.61 million euros. This month, there were no temporary mismatches between income and costs of the electricity system, as outlined in Article 19 of Law 24/2013, of December 26, so the cumulative settlement charged to the Electricity Sector is affected by a 100% coverage coefficient.
The demand in consumption was 225,967 GWh.
2/2025 Settlement of the Electricity Sector
Regarding the 2/2025 settlement, the temporary deviation was -512.66 million euros. Total income was 1,458.38 million euros, and costs were +2,212.89 million euros. This month, there were temporary mismatches between income and costs of the electricity system, as outlined in Article 19 of Law 24/2013, of December 26, so the cumulative settlement charged to the Electricity Sector is affected by a coverage coefficient of 73.99%.
The demand in consumption decreased to 22,700 GWh.
14/2024 Settlement of Renewable Energies, Cogeneration, and Waste
This settlement is accumulated with previous ones from the year 2024, totaling 4,309.74 million euros (pre-VAT or equivalent tax), from January 1st to December 31st.
Out of the total accumulated, 4,262.2 million euros are paid by the electricity sector, while 47.5 million euros are from the General State Budgets, corresponding to 50% of the specific remuneration of installations located in non-peninsular territories.
In this 14/2024 settlement, the ‘d’ hours coefficient was applied, excluding operating hours for energy generated during periods when daily electricity market prices were zero, or zero and negative, for six consecutive hours or more.
This month, there were no temporary mismatches between income and costs of the electricity system, as outlined in Article 19 of Law 24/2013, of December 26, so the cumulative settlement charged to the Electricity Sector is affected by a coverage coefficient of 100%, and the amount to be paid on account to the producers amounts to 4.11 million euros.
The amounts settled and paid or claimed by the electricity sector have the following breakdown by technologies:
For the payment of the portion corresponding to installations located in non-peninsular territories, as of the closing date of this settlement, Treasury income has been received, allowing for the full payment of this portion, although this month results in a null amount to be paid.

2/2025 Settlement of Renewable Energies, Cogeneration, and Waste
This settlement represents a total of 734.18 million euros from January 1st to February 28th.
Out of the total accumulated, 726.05 million euros are paid by the Electricity Sector, while 8.12 million euros are from the General State Budgets, corresponding to 50% of the specific remuneration of installations located in non-peninsular territories.
This month, there were temporary mismatches between income and costs of the electricity system, as outlined in Article 19 of Law 24/2013, of December 26, so the cumulative settlement charged to the Electricity Sector is affected by a coverage coefficient of 73.99%, and the amount to be paid on account to the producers amounts to 385.54 million euros.
The settled and paid amounts by the electricity sector have the following breakdown by technologies:
For the payment of the portion corresponding to installations located in non-peninsular territories, as of the closing date of this settlement, Treasury income has been received, allowing for the full payment of this portion, with the amount to be paid being 4.06 million euros.

5/2025 Settlement of the Gas Sector
The fifth provisional settlement covers the settlement period between October 1, 2024, and February 28, 2025.
The total income declared by companies to the settlement system was 811.17 million euros, 16.5% lower than that declared in the comparable period of the previous year.
Specified by categories, the declarable incomes were as follows:
- System charges: 5.50 million euros.
- Underground storages: 34.90 million euros.
- Local networks: 596.47 million euros.
- Main transport network: 141.48 million euros.
- LNG plants: 20.70 million euros.
These incomes cover recognized remunerations and other debit balances. In total, the following deviations were obtained:
- System charges: +0.33 million euros.
- Underground storages: +6.70 million euros.
- Local networks: -75.21 million euros.
- Main transport network: +104.71 million euros.
- LNG plant: +266.89 million euros.
The gas demand in the gas year 2025 billed until February 28, 2025, amounts to 116.3 TWh. This amount is 6.0 TWh higher than the same period in 2024. Additionally, natural gas exports via pipelines amounted to 6.7 TWh, gas transferred from regasification plants to ships was 3.5 TWh, and gas loaded in tankers was 3.7 TWh. In total, the gas system’s outgoing energy in the settlement period amounted to 130.2 TWh.
