The CNMC has approved resolutions establishing the remuneration for regasification, transportation, and distribution activities for the gas year 2026 (RAP/DE/011/25) and the corresponding access tolls for the gas year 2026 (RAP/DE/010/24).
These regulations will be in effect between October 1, 2025, and September 30, 2026, corresponding to the gas year 2026.
Remuneration for Regasification, Transportation, and Distribution Activities
The remuneration will decrease by 103 million euros compared to 2025 due to the decreasing trend of the temporary remuneration, resulting from the application of Circulars 9/2019, 4/2020, and 8/2020, and the impact of asset amortization for transportation and regasification activities.
Additionally, the remunerations from previous exercises are updated with the latest available information. In the regasification activity, there was a lower cost of 91.2 million due mainly to a real cost lower than anticipated in electrical supply.
In transportation, there was a higher remuneration of 7.7 million euros due to the update of the remuneration of facilities included in the remuneration scheme at the beginning of the year. In distribution, there is an increase of 43 million due to higher demand recorded in 2024 and 2025 than anticipated.
Tolls for Transportation, Local Networks, and Regasification
The variations in tolls for different activities are a result of the variation in remuneration for transportation, distribution, and regasification, as well as the expected demand scenario for the exercise.
It is estimated that natural gas demand will decrease by 3.2% compared to the forecast closing of the 2025 exercise, primarily due to the reduction in demand for electricity generation with the increasing use of renewables.
In calculating tolls, the remuneration for the gas year 2026 is taken into account, reduced by the premiums generated in capacity auctions, as well as deviations from previous exercises, resulting in a value lower than that of 2025 for transportation and higher for regasification and local networks.
The combined impact of the toll variations for regasification, transportation, and local networks represents an increase of 11.2% in terms of average billing. However, the impact varies by tariff group and activity, with increases in regasification tolls and reductions in entry and exit tolls for the transportation network and local network tolls. The increase in regasification tolls is mainly due to the lower allocation of premiums from capacity auctions.
